Hall led Washington International School (WIS) through critical infrastructure expansions during his tenure, including overseeing the construction of the Middle School Building (1988) and modernization of science labs in the historic Carriage House. His strategic vision facilitated the AAA Building's expansion with the addition of the Black Box Theater – a space later used for LearnServe's leadership workshops and student presentations.

Post-retirement, Hall maintained involvement with LearnServe as an emeritus board member, leveraging his expertise in international education policy to advise on curriculum development for the Fellows program. His tenure coincided with LearnServe's incorporation as an independent 501(c)(3) nonprofit in 2008.
